About BHA

The Burnaby Housing Authority (BHA) is a municipal corporation established by the City of Burnaby committed to delivering inclusive housing solutions that meet the needs of residents. Governed by a board of directors comprising three City Council members, one senior staff member and six independent directors, the BHA operates independently while closely collaborating with the City to align with broader housing and land-use goals.

The BHA aims to:

  • create new housing units to add to the existing inventory in Burnaby

  • act like a private housing developer, while delivering housing for public benefit

  • help to strategically fill gaps in Burnaby’s housing supply

  • contribute to the larger housing ecosystem through collaboration, not competition

Board of Directors

As a municipal corporation, the BHA is governed by its own board of directors. Appointed by Council, the board of directors provides strategic guidance and helps the BHA gain the knowledge, resources and partnerships it needs to be successful. 

The BHA Board has a total of 10 directors, composed of:

  • three Council members

  • one senior exempt Burnaby staff 

  • four individuals with expertise and experience in the development or operations of private or non-profit housing 

  • one individual with expertise or experience in the financial sector 

  • one individual with expertise or experience in the legal sector 

The initial BHA Board was appointed in July 2024. The members are:  

Independent directors:

  • Aubrey Kelly, President + CEO, UBC Properties Trust

  • Ian Cullis, Vice President of Sustainability, Landlords BC

  • Lilian Kan, Senior Director Housing Strategy, Canada Lands

  • Stephani Baker, Vice President Development and Communications, Team Rubicon

  • Andrew Tong, Managing Director, Integral Strategic Real Estate Ltd.

  • Michael Leroux, Partner at Richards Buell Sutton LLP

City directors:
